Forget Snipping Tool or other programs to capture and edit a screenshot of your screen.  Windows 10 has a built-in screen capture and editor that you can use.
Windows Ink has several functions, but you don't have to have a touchscreen to use the Screen Sketch.  You can invoke Windows Ink by pressing the Win+W keys or you can add it to your taskbar.
Screen Sketch provides all the necessary tools to capture, crop and edit your screenshots and to share them with whomever you want.
